Edward (Eddie) Inlow

CEO

As Founder and CEO of Shift Transit, Eddie has 18 years of experience in management, strategy, and operations, including many within the mobility industry. Eddie founded Shift Transit because of his passion for urban mobility and desire to help stand-up best-in-class mobility systems. This drive and ability to execute has led to Shift’s expansion into multiple North American markets in just five years, covering the bikeshare, scooter sharing, carsharing, and microtransit industries.

Prior to founding Shift Transit, Eddie served as Chief Operating Officer of Motivate, directly overseeing 13 bikeshare systems across the globe, including Citibike in New York, Hubway in Boston, and Capital Bikeshare in Washington, DC. Eddie’s career in mobility began as the inaugural General Manager of the Chicago (Divvy) program, where he spearheaded the successful launch of the 3,000-bike system in 2013.

Prior to working in mobility, Eddie served as an executive in Accenture’s Retail Strategy and Operations practice, consulting large clients such as Best Buy and Ross Stores. Eddie also served as a member of the leadership team that brought Under Armour’s retail store concept to reality.

Eddie holds a Bachelor of Arts degree from DePauw University and a Master in Business Administration from the University of Maryland.

Andrew Rosskamm

President & CFO

Andrew Rosskamm is President & Chief Financial Officer for Shift Transit and has spent the past 8+ years helping grow the company from the ground up. Andrew helped plan the launch or transition of each of the programs that Shift currently operates and worked closely with each partner City or client to develop sustainable business models and pricing strategies that will help ensure their success over the long run. Andrew also helped develop the highly utilized and successful Access Pass subsidized membership program in Detroit and Tucson. He is thrilled that all of Shift’s programs are thriving financially, with almost all expanding since they’ve launched.

Before joining the Shift Transit team, Andrew had more than 10 years of experience working in the financial services industry. He worked most recently as a derivatives trader for Susquehanna International Group, and previous to that, he helped manage over $100 billion in client accounts as a Portfolio Manager at Pacific Investment Management Company.

Living in Chicago, Andrew has seen the transformative powers shared mobility can have on an urban community and is eager to help bring sustainable programs to many more cities. 

Andrew holds a Bachelor of Arts degree from Swarthmore College and a Master in Business Administration from Harvard University.

Rebecca Quinn

Vice President

Rebecca Quinn serves as Vice President for Shift Transit. During her time with the company, she has been directly responsible for overseeing all operational facets of service launches and transitions, including hardware and software implementation, hiring, vehicle purchasing/ leasing and facility sourcing.

In addition, Rebecca manages operations for all of the company’s U.S. carsharing, micromobility, and microtransit businesses, leading Shift Transit to meet or exceed all of its contractual obligations, ensuring outstanding customer satisfaction rates and financial sustainability in each of its locations.

Previously, Rebecca was a trailblazer in the outdoor recreation rental industry in Southeast Michigan, founding Simple Adventures and growing the company to over 10 locations, servicing both the public and private sectors. She was also the Director of Training and Development with Northwestern Mutual.

Rebecca holds a Bachelor of Science in Exercise and Sport Science from Wayne State University and a Master of Business Administration from Saint Leo University.

Michael Blanc

Regional General Manager & Vice President

Michael Blanc serves as the Regional General Manager & Vice President at Shift Transit. Michael is responsible for achieving and exceeding operational excellence for Toronto and Chicago shared mobility programs, while simultaneously providing an exceptional client experience and executing long-term growth and sustainability strategies.

During his tenure at Shift Transit, Michael has been responsible for several initiatives, including:

• Leading the Toronto team, where ridership has grown from 2.9M to 5.7M in 3 years (and continues to grow!), while operational KPIs have reached all-time highs.

• Overseeing the incorporation of Chicago’s bike share program into our portfolio, meeting all targets in the first 45 days.

Before joining Shift Transit, Michael worked as a Management Consultant for the Boston Consulting Group, advising clients around the world in a variety of industries and across strategy, operations, due diligences, turn-arounds, and product development. Before that, Michael held several roles in LATAM Airlines in Peru and Chile, his last as Regional Manager for the Northern airports of Peru where he was responsible for all aspects of operations, financial performance, and client satisfaction of five airports. He also led a cross-functional team that opened a new passenger and cargo airport where an old military installation was previously located.

Michael holds a Bachelor’s Degree in Business Administration from the Universidad del Pacifico in Peru and a Master of Business Administration from the Tuck School of Business at Dartmouth.

Nick Barber

General Manager, Chicago

Nick Barber is the General Manager for Shift’s operations in Chicago – overseeing the Divvy bike and scooter program and working closely with counterparts at Lyft and the Chicago Department of Transportation (CDOT) to create the best micro mobility solution possible for the city. Nick joined Shift in 2024 and has helped execute Divvy’s biggest summer ever – as the program expanded to over 12,000 bikes, 2,500 scooters and 1,000 stations!

Prior to Shift, Nick worked in logistics and operations for Grubhub, managing the company’s realtime supply and demand strategy across the United States. Before that, Nick held multiple roles at Lime during its early expansion years. There he launched bike and scooter programs in multiple cities before serving as the General Manager of North Texas – where he oversaw all Lime operations in the Dallas/Fort Worth area as well as at Texas Tech University in Lubbock, TX.

Joannah Burkhardt

General Manager, Bike Chattanooga

Joannah Burkhardt is the General Manager of the Bike Chattanooga bikeshare system. Joannah helped launch Chattanooga’s bikeshare system in 2012, starting as the Marketing Manager and quickly moving into the General Manager position. During her time with Bike Chattanooga, she has overseen a 30% increase in the size of the system and enhanced Shift Transit’s presence in the city by executing and participating in multiple community events.

In addition, Joannah oversaw an extremely successful electric bike pilot program that allowed members to ride PBSC e-bikes for the first time in North America. Joannah’s knowledge of Bike Share has played a vital role in Chattanooga’s continued success and future expansion.

Previously, Joannah worked as a Fundraising Coordinator for the Muscular Dystrophy Association, where she coordinated fundraising programs and special events for all regional programs including the local “Jerry Lewis Telethon,” recruited volunteers, and led corporate sponsor development. She was also a part of Redbull’s Mobile Energy Team.

Joannah holds a Bachelor of Arts in Communications & Public Relations from Lee University and a Master of Education from University of TN Chattanooga.

Eric Erkel

General Manager, BIKETOWN Bikeshare System

Eric Erkel is the General Manager of the BIKETOWN (Nike HQ) bikeshare system, where he is responsible for overseeing the day-to-day operations of the Nike employee campus program.

Eric came to Shift Transit after helping launch and operate more than 10 bikeshare systems across the country, including the Divvy program in Chicago and the Citi Bike service in NYC. Eric also spent time working with Motivate and Lyft’s Supply Chain team conducting quality assurance with vendors around the world. 

Raised in the Pacific Northwest, Eric and his wife lived in Baltimore, Chicago and New York City before deciding to set up permanent residency in the Portland area. Eric currently resides in Beaverton with his wife, their two sons and their Rhodesian Ridgeback.

Ashar Ibrahim

Director of Operations and Excellence

Ashar Ibrahim serves as the Director of Operations and Excellence in Toronto at Shift Transit. He brings a diversified portfolio of experience and wealth of knowledge from a variety of industries including energy management and automation, health, hospitality and aviation.

Ashar leads a collaborative team environment that excels on a day-to-day basis to deliver on key KPIs that contribute to bike share’s programmatic growth and success. Even when “not on the job”, Ashar likes to research ways to improve micromobility and transit operations through automation, data analytics, and digital transformation. His keen interest in extracurricular learning resulted in building a portable kiosk for troubleshooting and testing, together with his team members.

Ashar prides himself on being deeply rooted in his dedication to professional excellence and community engagement. Being raised in Toronto, Ashar has developed and embraced a love for the city’s quirks and rich culture, which write unique stories that can be experienced through every neighbourhood café, restaurant, park, and market. He is an avid foodie and passionate individual who enjoys serving the people of the City of Toronto, through being an active member of his local community centre and homeless shelters. Like any good Torontonian, Ashar is a dedicated fan of the Toronto team Raptors, Blue Jays, and Maple Leafs, but also equally enjoys watching all forms of sporting events.

Phil LeDonne

Senior Director of Operations, Chicago

Phil LeDonne serves as the Senior Director of Operations, leading the day-to-day operations of the scooter and bike share programs in Chicago. 

Since joining the team, Phil has led efforts to successfully transition the Chicago programs as Shift Transit assumed operations in partnership with Lyft – maintaining the highest industry standards while meeting or exceeding operational targets and KPIs. Before joining Shift Transit, Phil worked with the DIVVY program for over 10 years, most recently as Director of Bicycle Operations. 

With over a decade of shared mobility experience, and over 2 decades in the cycling industry altogether, Phil was a part of the initial launch of the first bikes and stations in Chicago, alongside Eddie Inlow, Shift’s CEO, back in 2013. Phil helped grow the Chicago program exponentially, creating the largest bike share system by service area in North America, at 234 square miles. Some of Phil’s accomplishments include:

• Operating over 15,000 bikes and scooters, including a variety of rideable variations, including both docked and dockless options

• Launching the first ever e-bike fleet in Chicago

• Assisting in the deployment of over 800 bike share stations

• Building high-performing and motivated teams to maintain operational excellence, supporting 6.6 million+ trips in 2023

Phil currently resides in Chicago with his fiance and very spoiled dog, Grizzly. When not planning his upcoming wedding, in his free time he spends his time outdoors camping, hiking, rock climbing, boating and playing frisbee. He also enjoys spending time with family and friends, and indulging in a good nap on a Sunday afternoon.  

Rob Libbey 

General Manager, MoGo Detroit Bike Share

Rob Libbey is the General Manager of the MoGo Detroit Bike Share system in Detroit and the surrounding metro area. Rob joined the Shift Transit team at the end of 2021 and has worked in a variety of operational roles, including Bike Mechanic, Operations Manager and now General Manager. As General Manager, he led the team in the installation of Detroit’s first electric e-bike charging stations, as well as the first fully solar powered solar e-charging station.

Before joining the Shift Transit team, Rob worked at various bike shops in the Detroit area, serving in both mechanic and management roles for 13 years. He hopes to see cycling continue to grow and gain popularity in more cities to decrease car dependency and increase public health.

Rob has lived in Detroit for the better half of 10 years and has witnessed the evolution of ‘Motor City’ and what an improved public transit ecosystem can have on a city, especially with new forms of shared mobility and the addition of bike lanes and greenways connecting different parts of the city.

Rory Lincoln

Manager of Business Operations Shift Transit
Rory Lincoln is the Manager of Business Operations for Shift Transit. Rory joined the Shift team in August 2023 and works with all programs to provide data analysis, reporting, HR and payroll support. 

Most recently, Rory worked in transit technology solutions. Prior to that, he worked closely with the Shift Transit team as the Director of Programming & Operations for MoGo, Shift’s client in Detroit. Rory found a passion for micromobility while serving in the Peace Corps in Madagascar from 2012 – 2015 where his government issued bicycle was his main mode of transportation.
 
Rory lives in Phoenix, Arizona with his wife Briana and their lab retriever mix Koda. He’s a proud alumnus of the University of Miami (FL). Go Canes!

Dan Tepliakov

Managing Director, Toronto
Dan Tepliakov is the Managing Director at Shift Transit in Toronto, overseeing day-to-day operations for the Bike Share Toronto program.
 
Dan has a proven track record of identifying synergies to drive efficiency, as well as a passion for coaching high performing, engaged teams that work collaboratively to provide exceptional client experience and operational excellence for one of North America’s largest bikesharing systems.
 
Since joining the team in 2019, Dan has seamlessly managed and executed three large-scale system expansions in 2019, 2020 and 2022. The successfully deployed expansions delivered 400 new bike share stations with 30,000 additional docking points and more than 4,000 classic and e-bikes to grow the Bike Share Toronto footprint.
 
Prior to joining Shift Transit, Dan spent time in the shared mobility space growing and launching new Zipcar markets throughout Canada & US.
